A Community’s owners and moderators manage that Community without taking ownership of its authors’ Publications.
Safety actions are distinguishable
When content is unavailable, the interface does not silently pretend that it never existed or confuse moderation with author withdrawal.

The local prototype does not yet operate a production appeal channel. Launch requires a documented contact and escalation process.
